Green pass for travelling to Italy: what changes

1 April 2022 is a date that will be remembered by many as the end of the Covid-19 state of emergency. But what changes and what happens to the green pass for travelling to Italy?

If you are planning a city break or a summer holiday to Italy, you should always keep in mind the rules in force in our country. We would like to clarify this by reminding you that when travelling, it is always useful to check the official Farnesina website, which also explains all the requirements for travelling to other countries, both European and non-European.

What will change after 1 April 2022: do I need a green pass for travelling to Italy?

We would like to remind you that from 1st March 2022 travelling has become easier. Yes, because from that date quarantine for those arriving from non-EU countries has been abolished. Until then, in fact, those who intended to travel to Italy from countries outside the European Union had to undergo a period of quarantine.

The abolition of quarantine was decreed by Health Minister Roberto Speranza in order to make the rules uniform for all arrivals in Italy.

What is needed from 1 March 2022 to enter Italy? The basic green pass. This means either a certificate of vaccination or a negative test or a certificate of recovery.

For children under 6 years of age there is no requirement for a swab.

Be careful, however: quarantine is required in the absence of a green pass. What does this mean? This means that if one of the above-mentioned certificates is not presented, the same provisions as above apply, i.e. a 5-day quarantine at the address indicated on the Passenger Locator Form with the obligation to take a molecular or antigenic test at the end of the period.

As mentioned, however, this is what happened from 1 March 2022 to 31 March 2022. How have things changed?

We can say that from 1 April 2022 basically nothing changes in terms of green passes for travelling in Italy and regulations. From 1 to 31 April, in fact, the current regulations on travel and movement on Italian soil have been extended.

Therefore, the Green Pass obligation for foreigners entering Italy has been extended. With the order of 29 March 2022, subsequently published in the Official Gazette no. 75 of 30 March 2022, the state of affairs is maintained intact even beyond the end of the state of emergency.

Those who arrive in Italy, therefore, have a series of obligations that are currently identical to those they had previously. The abolition of quarantine is confirmed, but it is still necessary to present the Passenger Locator Form and certification of recovery, vaccination or a negative Covid test result to the carrier with whom you are travelling.

If one of the explicitly listed certificates is not presented, a 5-day quarantine will be set up at the address indicated.

A distinction must be made between travel to and from the Republic of San Marino and the Vatican City State: these are not subject to declarations or restrictions.

Article 1 of the aforementioned ordinance reads as follows:

1. The measures laid down in the Order of the Minister for Health of 22 February 2022, cited above, are as follows

Rules for all types of transport: what’s changing

After setting foot on Italian soil, it is worth remembering that from 1 April 2022 there is no longer a Green Pass requirement for local public transport, although the obligation to wear Ffp2 masks remains.

If, on the other hand, you travel by plane, ferry, train or long-distance bus, a Green Pass is required, but a basic one is sufficient, which can also be obtained by means of a molecular or antigen negative swab. Here too, the Ffp2 mask must be worn.

These measures are currently valid until the end of April 2022. What awaits us after that and what will the new rules be?

There are certainly many foreigners who are planning to come to Italy, as there are also many Italians who wish to return home from abroad. Those who are away for work, leisure or study should always keep in mind the rules indicated above.
